Foundational Projects
The following projects were originally created to address business needs outside the scope of eTRIP. These projects successfully established critical foundations upon which other eTRIP projects would build.
Bar Code Imprinting of Washington Driver Licenses
Provide needed hardware to licensing agents to issue Washington driver licenses with bar codes containing
license information. This project addresses a number of business needs for the Department of Licensing
and also keeps Washington on pace with Federal guidelines and initiatives for driver’s license identification.
The bar code allows for automated access to driver license information. This proves especially valuable for
law enforcement officers equipped with bar code readers to expedite the capture of more accurate driver information during traffic stops.

Provide required hardware to agents and sub-agents to issue vehicle registrations with bar codes containing
document-level data. This project addresses a number of business needs within the Department of Licensing.
The bar code allows for automated access to vehicle registration information. This proves especially valuable
for law enforcement officers equipped with bar code readers to expedite the capture of more accurate vehicle
registration information during traffic stops.

Collision Form Revision (PTCR) & accompanying database (CLAS) modifications
In 1997, the Washington State Department of Transportation (WSDOT) in partnership with the Washington State
Patrol revised the Police Traffic Collision Report (PTCR). This project resulted in a collision report that
greatly expanded the amount of data collected by law enforcement for collisions. Since that time, the US
Department of Transportation has revised and expanded the Model Minimum Uniform Crash Criteria (MMUCC)
guidelines to incorporate a number of new and useful data elements. In 2004, the Washington Traffic Records
Committee (TRC) initiated a revision of the statewide collision report to more closely adhere to the new MMUCC
standards. This collaborative review process identified a number of needed changes in the content and format
of the report. The new PTCR will be released in July 2006 and WSDOT will perform the required database modifications
to reflect the new and/or changed fields in the report.

Justice Information Network Data Exchange (JINDEX) Information Sharing Platform
The Washington Integrated Justice Information Board seeks to improve information sharing among criminal
justice agencies by establishing an integration broker hosted by the Department of Information Services
(DIS). The Justice Information Network Data Exchange (JINDEX) utilizes Microsoft BizTalk 2004 and functions
on existing networks for messaging services. Messages exchanged among agencies through the JINDEX messaging
service are structured using XML and SOAP messaging standards. These standards have been established through
the Global Justice XML Data Model (GJXDM) developed by the Department of Justice. Each document utilizes a
subset of the GJXDM in constructing its message schema.
This project establishes the necessary hardware and software infrastructure at DIS for the JINDEX message
broker. This infrastructure will serve as the primary exchange mechanism for electronic citations, infractions and collision reports.
