Law Enforcement Officer User Base Projects
These projects provide an initial group of law enforcement officers the hardware necessary to participate in eTRIP. While these projects are not related to establishment of technology infrastructure, they provide a sufficient law enforcement user base to ensure an acceptable return on resources invested by partnering agencies.
Hardware Acquisition & Installation for 400 Troopers
WSP, in cooperation with several other state agencies, is engaged in the implementation of the Electronic Traffic Information
Processing (eTRIP) Initiative. This effort focuses on reducing the inefficiencies of current paper-based methods of
collecting and disseminating citations, infractions, and collision reports.
As a result of the significant volume of traffic related information collected by the Washington State Patrol, partnering
agencies have opted for an initial deployment of the required in-vehicle hardware and software to WSP troopers. WSP has
created a training and implementation plan that created citations, infractions and collision reports.
This project will acquire the necessary in-vehicle hardware to allow 400 line troopers to begin issuing electronic citations
and infractions and creating electronic collision reports.

Bar code scanner/printer acquisition grants to local law enforcement
The eTRIP Initiative is establishing a standards-based infrastructure to allow law enforcement agencies statewide to begin
creating collision reports and issuing citations electronically. Traffic Records Committee members representing the major
participating agencies have traveled throughout the state to provide presentations to a number of groups and conferences to
increase awareness of this important initiative. The response from the law enforcement community has been
overwhelming. These law enforcement agencies are anxious to begin the necessary work to take advantage of the
infrastructure and standards being established.
WASPC has been a very active participant in the Traffic Records Committee and the development of the eTRIP Initiative.
As an official organization representing law enforcement statewide, WASPC has continually provided critical input from
the law enforcement perspective at a number of important decision points. As a result of the positive response experienced
by presenters around the state, the TRC will provide a block grant to WASPC to support local law enforcement agencies in
implementing projects aimed at utilizing the eTRIP Initiative infrastructure for electronic citations and collision reports.
This block grant will be specifically awarded to those agencies requesting assistance for the purchase and installation of bar
code scanners and printers. WASPC will administer this grant by taking applications and making award decisions based on established criteria.

SECTOR Local Law Enforcement Liaisons
Washington State Patrol (WSP) maintains the Statewide Electronic Collision and Ticket Online Records (SECTOR) application.
WSP maintains the statewide repository where all electronic tickets and collision reports are sent prior to dissemination to user
agencies. Local law enforcement agencies throughout the state are eligible to use the SECTOR application without licensing fees.
The SECTOR local law enforcement agency coordination project will provide funds to contract with an agency or acquire a contractor
to further deployment of the SECTOR application to interested agencies throughout the state. The position or contractor will
communicate with and provide informational presentations to local agencies. In addition, this coordination includes responsibility
to maintain SECTOR user agreements, provide training, and facilitate strategic and technical solutions for deployment. This coordination
would work closely with the WSP project manager, SECTOR system administrators, and SECTOR customer support personnel. Coordination will
continue through the end of the 2007-2009 biennium.
