eTRIP Technology Infrastructure Projects
These projects specifically relate to the establishment of the infrastructure necessary to collect and process electronic tickets and collision reports. These projects are those most often associated with the actual “implementation” of the eTRIP Initiative.
Statewide Electronic Collision & Ticket Online Records Software
An early pilot project demonstrated the feasibility of issuing electronic citations and revealed several issues regarding
the usability of the software. Officers noted that various “Windows-based” functions common to regularly used applications
were not available in the pilot software. Feedback exposed other undesireable or missing characteristics that were not
acceptable to law enforcement users.
As a result of this and other efforts, such as Washington’s technical infrastructure and definition of enterprise data sharing requirements,
the TRC opted to pursue alternative solutions to rewriting the original pilot system by securing the services of a commercial
provider to develop a custom application, complete with software source code. Several agencies have come together in the development
of the Statewide Electronic Collision & Ticket Online Records (SECTOR) application. Washington State will acquire the source code
to the application in order to minimize recurring service costs and maximize flexibility in implementation and maintenance. In
addition, source code ownership means that SECTOR can be made available to law enforcement agencies statewide without licensing
fees. The SECTOR application is an interview-based data entry system that utilizes the bar codes on the Washington State driver’s
license and vehicle registration to speed data entry.

SECTOR Hardware/Software Infrastructure at WSP/Local LEA
The Statewide Electronic Collision & Ticket Online Records (SECTOR) software application resides on in-vehicle computers
to allow law enforcement officers to electronically issue citations and infractions and create collision reports. SECTOR
consists of two major components. The first is the client unit that officers use to create electronic documents in the
filed. The other component is a back office database and web service that collects, organizes, and transmits the electronic
documents created by officers. As important as the client, the database is responsible for organizing and packaging the data
in such a way as to be consumable by the respective statewide repositories. In addition, this back office database provides a
robust interface through which various canned and ad hoc queries may be performed.

Web Services Architecture Design for tickets & collision reports
The Washington State Department of Licensing (DOL) is a major participant in Washington’s Electronic Traffic
Information Processing (eTRIP) Initiative. DOL maintains the state’s Driver database and is statutorily mandated
to post all traffic citations and infractions and collision records on corresponding driver records. The current
methods of receiving and processing these documents is costly, time consuming, and inefficient. This project will
provide DOL with a design architecture, detailed project requirements, and functional specifications for the
development of citation and collision report web services for the Driver database. This web service will interface
with the JINDEX to exchange XML based citations, infractions and collision reports.

Electronic Tickets Filing Infrastructure & Judicial Access Brower System (JABS)
AOC and various other state and local agencies are implementing the Electronic Traffic Information Processing
(eTRIP) Initiative to address the various inefficiencies of paper-based data collection and exchange
processes. This Initiative will allow law enforcement to issue citations and infractions and create collision
reports electronically. Once these documents have been created electronically, law enforcement agencies will
be capable of transmitting the data to the various agency repositories. These repositories, including the JIS
system, will be able to electronically process and file the data without significant intervention or data entry.
This project provides the required hardware, software, and process changes to allow the JIS system and respective
user courts to accept and process electronically transmitted citations and infractions. AOC will create a web
service application to interface with the Justice Information Network Data Exchange (JINDEX) platform to send
and receive this information. Additionally, AOC is developing the Judicial Access Browser System (JABS) to organize
and present electronically formatted data to court personnel and judges. JABS will provide an efficient system for
viewing and processing electronic documents. The JABS system is vital to make electronic forms processing user-friendly and effective.

Service Additions to JINDEX to enable ticket/collision report exchanges
The Justice Information Network Data Exchange (JINDEX) is the central message broker in a systems integration
model built on Service Oriented Architecture (SOA). SOA is defined as an architectural style whose goal is
to achieve loose coupling among interacting software agents. SOA eliminates the need for point-to-point
connections by utilizing a central broker and web services at the data provider and data consumer. JINDEX
acts as a centralized message switch that orchestrates standards-based XML message exchanges across multiple
agencies. These standards have been established through the Global Justice XML Data Model (GJXDM) developed
by the Department of Justice. Each document utilizes a subset of the GJXDM in constructing its message schema.
This project will develop the necessary security-enabled web services and related functions including configurations
and routing tables, audit tracking mechanisms, and other required components to enable the exchange of citations,
infractions, and collision reports among eTRIP partner agencies. This project will develop various documents to
allow additional partnering law enforcement agencies to efficiently develop services capable of interfacing with
JINDEX to exchange citations, infractions and collision reports.

collisions, DOL experiences a substantial manual processing and data entry burden.
This project builds upon a previous project of investigating and designing web services architecture
for the Department of Licensing. This web services will interface with the Justice Information
Network Data Exchange (JINDEX) platform to send and receive standards based XML documents. DOL
will receive, via JINDEX, electronic collision records from the Washington State Department of
Transportation (WSDOT) and electronic citation and infraction dispositions from the Administrative
Office of the Courts (AOC). This phase of the web services design will focus on establishing a
service to receive electronic citations from AOC.

Electronic Collision Filing Infrastructure & Web Services in CLAS
The Washington State Department of Transportation (WSDOT) maintains the statewide collision
database that contains information from each reportable collision occurring on Washington’s
roadways. Currently, WSDOT receives approximately 140,000 collision reports per year.
Over 90 percent of these reports are created by law enforcement officers. These reports are
all done on paper and then mailed to the Department of Transportation. Of the reports mailed
to WSDOT, approximately 11 percent are returned, by mail, to the originating officer for
corrections. As a result of these inefficiencies, WSDOT has helped lead an effort to address
the multiple data entry redundancies and errors of the current system of collecting and
processing paper collision reports.
This project will develop web services at the Department of Transportation for the exchange
of electronic collision reports. The resulting web services will be capable of interfacing
with the Justice Information Network Data Exchange (JINDEX) message broker for the exchange
of standards based XML documents. This project will also develop the necessary applications
to automatically file electronically transmitted collision reports into the statewide repository.

Collision Diagramming Tool Statewide License for SECTOR Software
This project will procure a statewide license for a software application capable of creating
an electronic collision diagram. This application will be packaged with SECTOR and made available
for statewide release without licensing fees for individual agencies. The application will provide
a set of tools for officers to created visual diagrams of collisions using in-vehicle computers. The
collision diagram will then be packaged as an attachment to the XML based electronic collision report
for delivery to WSDOT. The Washington State Patrol Training Division will provide the needed tests
to determine which collision diagramming software is the best fit for the SECTOR application. The
statewide license will be acquired for a minimum of three consecutive years. At the end of these
three years, Washington State will evaluate the effectiveness of the application and either proceed
to renegotiate a new license or pursue other alternative solutions.

SECTOR Support Personnel – Customer Support, System Administrators
The Washington State Patrol (WSP), in cooperation with several other state agencies, is engaged in the
implementation of the Electronic Traffic Information Processing (eTRIP) Initiative. This effort focuses
on reducing the inefficiencies of current paper-based methods of collecting and disseminating citations,
infractions and collision reports. Central to the eTRIP Initiative is the development of the Statewide
Electronic Collision & Ticket Online Records (SECTOR) software application. The SECTOR application will
reside on the in-vehicle computers of law enforcement officers and allow these officers to efficiently
issue citations and infractions and create collision reports electronically. Washington State has opted
to acquire the source code to this application in order to minimize recurring service costs and maximize
flexibility in implementation and maintenance. In addition, source code ownership means that SECTOR can
be made available to law enforcement agencies statewide without licensing fees.
This project will provide WSP with two technical positions to assist in the initial maintenance, deployment,
and support of SECTOR. WSP will acquire two Information Technology Specialists. The primary duties of
these positions will be to assist the WSP lead project manager in final development, deployment and support
planning, and maintenance of SECTOR. These positions will also develop documentation to accompany the statewide
release and implementation of SECTOR at local law enforcement agencies. During deployment, both within WSP and
in local law enforcement agencies, these positions will provide customer support. This support function will
continue for the foreseeable future. WSP and the other partnering eTRIP agencies are creating a permanent funding
package to present to the legislature for the next biennium. This package will take over funding for these positions
and add needed resources as implementation expands throughout the state.

JINDEX Server “appliance” installation for electronic ticket exchanges
The administrative Office of the Courts (AOC) is currently working with various other state agencies to implement the
Electronic Traffic Information Processing (eTRIP) Initiative. The Electronic Traffic Information Processing (eTRIP)
Initiative is a series of orchestrated projects aimed at addressing the inefficiencies of collecting and processing
citations, infractions, and collision reports. The eTRIP Initiative utilizes the Justice Information Network Data Exchange
(JINDEX) platform as the centralized message broker to exchange these documents among the participating agencies. The
JINDEX platform uses Microsoft BizTalk 2004 and functions on existing networks for messaging services. Messages exchanged
among agencies through the JINDEX are structured using XML and SOAP messaging standards.
The Administrative Office of the Courts uses the J2EE standard for its development environment. The remaining eTRIP
participants and the JINDEX platform utilize .NET. A variety of standards set at the JINDEX level are not supported
by AOC’s current system architecture and network software. In order to comply with these standards, a special server
“appliance” will be installed at AOC to handle the technical protocols associated with the XML and SOAP transactions of the web services.

and related functions including configuration and routing tables, audit tracking mechanisms, and other required components
to enable the exchange of citations, infractions, and collision reports through JINDEX. This project specifically focuses
on modifying the web services interface specification that enables the exchange of XML based messages. This modification
more closely adheres to participant requirements while ensuring a standards-based and universal approach to the development
of web services within participating eTRIP agencies.
